Work involved management consulting in the following areas: strategic planning, writing organizational plans, marketing, grant writing, preparing low income housing tax credit development applications, organizational needs assessments/evaluations, conflict resolution and team building, human resource reviews, supervisor/staff training, legislative affairs, and public relations.

Lakeland Housing Authority, Lakeland, Florida. Work involved providing leadership and coordination of major projects of the Authority to include: the writing and preparation of state housing tax credit applications, developing affordable housing programs, writing federal grant applications, conducting strategic planning conferences, and meeting with State and Federal legislators.

Planned and coordinated military deployments of personnel and equipment, worldwide. These projects included deployments for two major conflicts: Operation Just Cause in Panama and Operations Desert Shield/Storm in the Middle East.

Developed a Lieutenants Leadership Development Program for the United States Air Force. Trained Fortune 500 executives and CCL staff in strategic planning, stress management, leadership, and performance development. Provided participant feedback in psychological and organizational assessments.

Designed, trained, and implemented a Headquarters Strategic Plan within 14 separate organizations. Responsible for staffing all policy matters regarding the Air War College.

Held a number of positions, with an increasing amount of supervisory and leadership responsibilities. Served two years as a Faculty Research Instructor directing students in research development. Served three years as a Management Consultant and Team Chief working Air Force-wide organizations. Served five years as a Chief of Supply and Supply Resource Manager, responsible for a 70,000 line item account, valued at over $80 million. Served five years as a Missile Launch Commander in the U.S. strategic nuclear missile forces.

ACHIEVEMENTS

Development Applications/Grants Management

Managed and wrote over $54,000,000 in awarded grant and housing (tax) credit application funding from State and Federal agencies for the Lakeland Housing Authority and the Lakeland Police Department. Successfully developed and assembled four “perfect score” Florida Housing Finance Corporation Competitive Housing (Tax) Credit Applications. Coordinated development activities with architects, construction managers, financial analysts, attorneys, and government planners.

Project Manager

Spearheaded time sensitive construction projects for police and housing agencies. Team Chief for a cross-functional Marketing Property Management Team that leased up 50 elderly affordable housing rental units within 6 weeks.

Strategic Planning

Developed, authored, facilitated, trained and implemented organizational strategic plans for the Lakeland Police Department, Lakeland Housing Authority, Florida Association of Housing and Redevelopment Organization (FAHRO), Air National Guard, and several U.S. Air Force organizations.

Senior Management Consulting

An organizational “trouble-shooter”. Training and experience in Leadership Development, Team Building, Manpower and Organizational Structure, Project Management, Human Resources and Staff Inspections. 

Technology Development

Developed strategy for and supervised the implementation of a Five-Year Automation Plan for the Lakeland Police Department. This includes Computer Aided Dispatch (CAD), Records Management System (RMS), Mobile Computing Terminals (MCT), and CCTV Video Camera Surveillance Systems.

Teaching/Instruction

Taught both graduate and undergraduate courses in Research Methods, Systems Management, Economics, Organizational Communications, and Patterns and Trends in Criminal Behavior for the University of South Florida, University of Maryland, and Webster University.
