Served five years as a Missile Launch Commander in the U.S. strategic nuclear missile forces.

Development Applications/Grants Management

Managed and wrote over $54,000,000 in awarded grant and housing (tax) credit application funding from State and Federal agencies for the City of Lakeland, Florida Housing Authority and the Lakeland Police Department. Successfully developed and assembled four “perfect score” Florida Housing Finance Corporation Competitive Housing (Tax) Credit Applications. Coordinated development activities with architects, construction managers, financial analysts, attorneys, and government planners.

Project Manager

Spearheaded time sensitive construction projects for police and housing agencies. Team Chief for a cross-functional Marketing Property Management Team that leased up 50 elderly affordable housing rental units within 6 weeks.

Strategic Planning

Developed, authored, facilitated, trained and implemented organizational strategic plans for the Lakeland Police Department, Lakeland Housing Authority, Florida Association of Housing and Redevelopment Organization (FAHRO), Air National Guard, and several U.S. Air Force organizations.

Technology Development

Developed strategy for and supervised the implementation of a Five-Year Automation Plan for the Lakeland Police Department. This includes Computer Aided Dispatch (CAD), Records Management System (RMS), Mobile Computing Terminals (MCT), and CCTV Video Camera Surveillance Systems.


Taught both graduate and undergraduate courses in Research Methods, Systems Management, Economics, Organizational Communications, and Patterns and Trends in Criminal Behavior for the University of South Florida, University of Maryland, and Webster University.
